As Regional Director of Property Management at Evergreen, Sylvia Bell drives operational performance across a diverse portfolio of affordable housing communities. She leads a team of Regional Supervisors and on-site staff with a clear focus on efficiency, compliance, and long-term community stability.
With nearly two decades of hands-on affordable housing experience, Sylvia has built deep expertise across mixed-income operations and programs including CHA, PBV, LIHTC, HUD, HOME, and SRN. Prior to joining Evergreen in 2016, she spent nine years with Related Management, where she managed complex mixed-income portfolios and strengthened her command of multiple regulatory programs.
Sylvia’s leadership is defined by decisiveness, accountability, and an unwavering commitment to results. She holds an Illinois leasing license and advanced certifications from the National Center for Housing Management, including COS (Certified Occupancy Specialist), TCS (Tax Credit Specialist), and EIV Specialist—credentials that reinforce her technical expertise and operational credibility.
